New Delhi : Amid opposition uproar and pandemonium in the Upper House, the Parliament on Sunday passed two farm bills, which will make it easier for farmers to sell their produce directly to big buyers.
The Lok Sabha had already passed the bills three days back, which was protested with the resignation of Mrs. Harsimrat Kaur Badal, the lone minister from Shiromani Akali Dal quota in the Modi Cabinet.
The passage of two Bills- Farmers’ Produce Trade and Commerce (Promotion and Facilitation) Bill, 2020, and Farmers (Empowerment and Protection) Agreement on Price Assurance and Farm Services Bill, 2020, in Rajya Sabha witnessed massive uproar and pandemonium by the Opposition parties.

After the discussion on the bills, the Deputy Chairperson Harivansh tried to initiate the passage of the bills, but the members from AAP, TMC, Congress, DMK, and Left parties created a furor over the bills and started a ruckus in the House. Derek O’Brien, a member from TMC snatched some pieces of papers from Marshal and blew in the air after tearing them into pieces. He was trying to show the proceedings manual to Deputy Chairperson. He also damaged the Chair’s mike. Therefore, the sound system of the House witnessed the technical glitches and the Chair was forced to adjourn the house for 15 minutes.
When the House reassembled after the adjournment, the opposition members were on their toes to continue their protest, but amid the ruckus, the bills were passed with a voice vote.
Replying to the debate on these two bills, the Agriculture Minister Narendra Singh Tomar assured all Members that the system to fix Minimum Support Price (MSP) for food grain will not be abolished through these Bills for which the Opposition was protesting. He alleged that the erstwhile UPA government was failed to implement the recommendations of the Swaminathan Committee Report, which had recommended fixing MSP based on the 50 percent add up to the cost of the cultivation. Mr. Tomar categorically assured the House that through these Bills, the MSP will never be affected in any manner and even Prime Minister Modi has also assured the nations that the system of the MSP will be not be affected in any manner.
